2008 Initiatives
Four initiatives to create a housing investment fund were filed with the Title Board to find the appropriate language and vehicle to accomplish the goal of creating a source of public revenue for affordable housing investment in Colorado.  After the filings and subsequent hearings, it is clear that Initiative 103 is the best vehicle for bringing this proposal forward.  Initiative 103 is a four-cent real estate transfer tax on every $100 of value to fund affordable housing opportunities throughout the state. This translates to $80 on  $200,000 transaction or $400 on a $1,000,000 real estate transaction.
